Program Description:
Secondary school students from Thailand are invited to apply for participation in the Youth Leadership Program with Southeast Asia. The program will be offered for 50 to 60 participants from countries in Southeast Asia that are members of the Association of South East Asian Nations (Brunei, Burma, Cambodia, Indonesia, Laos, Malaysia, the Philippines, Singapore, Thailand, and Vietnam). There will be 5 students and 1 educator selected to represent Thailand.
The program will employ a highly interactive approach both in workshops and in a range of public and community settings. Through engagement with the activities of U.S. high schools, community organizations, youth groups, and community leaders in each location, the student and adult participants will better understand civic participation and the rights and responsibilities of citizens in a democracy.
This is an intensive program with three segments: (1) A pre-departure orientation in Bangkok; (2) a three-week exchange program that will offer students and teachers or community/ leaders the opportunity to explore the principles of leadership and community activism in the United States; and (3) follow-on activities, where participants will conduct projects in their home communities. The program will be intensive, academic, and highly interactive. The program sponsors seek energetic applicants who are ready to develop their skills in order to be effective leaders in their schools and communities.

This program is designed to promote high-quality leadership, civic responsibility, and civic activism among our countries’ future leaders. It will offer a practical examination of the principles of democracy and civil society as practiced in the United States and provide participants with training that allows them to develop their leadership skills.
In addition to the themes of civic education, community service, and leadership, the program may also explore themes such as care for the environment, media literacy, and/or drug abuse prevention.
Participants will visit several communities in the United States. The program will focus on interactive activities, practical experiences, and other hands-on opportunities to learn about the fundamentals of a civil society, community service, conflict resolution, and building leadership skills. The program will also include some school-based activities so that participants can meet their American peers, experience a U.S. school environment, and participate in some classes. Cultural and recreational activities will balance the schedule. Participants will live with American host families for most of the exchange.
An important part of the program is the development and implementation of the projects to implement on their return home. These projects will respond to a need in the school or community. Examples include supporting student government or other means of student involvement in the decision making process in schools, producing visual materials that share information on social issues, developing peer-support or peer-mediation programs or workshops, cooperating with local NGOs trying to develop a spirit of volunteerism, or supporting activities that help increase media coverage of youth issues. All participants will be expected to complete these follow-on projects.
What else do I need to know?
The United States Government, in conjunction with its private partners, will pay for domestic transportation, international transportation to and from the United States, orientations, program fees and administration, site visits and seminars, lodging and most meals, some cultural activities, educational materials, accident and sickness coverage, and a modest amount of pocket money. Participants will stay with volunteer host families.
Participants are responsible for expenses related to the application process (copying, mailing, photographs, etc.), passport fees, and spending money for souvenirs, telephone calls, and other personal items in the United States.
Participants will travel to the United States on J-1 exchange visitor visas provided through this program. By accepting this visa, participants will be subject to a two-year home residency requirement, meaning they must return to and live in their home country for a total of two years before they would be eligible for an immigrant or temporary worker U.S. visa. This does not restrict other types of visas, however, so this would not prevent you from being able to apply for a student visa to attend university, for example.
Who is eligible to apply?
Student applicants must...
- be at least 15 years old and not more than 17 years old by April 1, 2014
- have at least one semester of high school remaining after the end of the program
- have good English skills
- have permission from both parents and schools to participate in the entire program.
Students will be evaluated on the following characteristics:
- demonstrated leadership in their schools or communities
- a clear interest in and commitment to volunteer and participate in civic activities
- strong social and communication skills
- good academic performance
- proficiency in English
- ability to implement projects that benefit the applicant’s school and community

Submit two letters of recommendation along with the application (also by December 27, 2012)
- Students: One from an English teacher or tutor and one from another teacher and/or school official.
- Two selected students from each school must be endorsed by the School Director.
The list of candidates who passed the interview and alternates will be announced on January 10, 2014.
And after that…?
The selected participants will be receiving orientation materials in the weeks prior to the start of the program to help prepare them for the program and their trip to the United States.
A pre-departure orientation and training sessions with both students and the adult participant will take place in the month prior to departure. Participants and their families will have an opportunity to speak with the Media and Cultural Section about the project at that time.
After their return home and through the following months, participants will be responsible for completing their follow-on projects.

โครงการผู้นำเยาวชนเอเชียตะวันออกเฉียงใต้จะใช้แนวทางการฝึกอบรมเชิงปฏิ สัมพันธ์ ทั้งในรูปแบบของการประชุมเชิงปฏิบัติการและการจัดกิจกรรมสาธารณะและกิจกรรม ในชุมชน การร่วมกิจกรรมกับโรงเรียนมัธยมปลาย องค์กรชุมชน กลุ่มเยาวชน และผู้นำชุมชนของสหรัฐฯ จะทำให้นักเรียนและอาจารย์มีความเข้าใจที่ดีขึ้นเกี่ยวกับการมีส่วนร่วมของ ภาคประชาชน รวมทั้งสิทธิและความรับผิดชอบของพลเมืองในระบอบประชาธิปไตย

โครงการนี้มีวัตถุประสงค์เพื่อส่งเสริมความเป็นผู้นำที่มีประสิทธิภาพ ความรับผิดชอบในฐานะพลเมือง และการทำกิจกรรมภาคประชาชนในหมู่เยาวชนที่จะเป็นผู้นำของเราในอนาคต โครงการจะให้โอกาสในทางปฏิบัติแก่ผู้เข้าร่วมโครงการได้เรียนรู้หลักการ ประชาธิปไตยและประชาสังคมในสหรัฐฯ และได้พัฒนาทักษะความเป็นผู้นำในเวลาเดียวกัน
นอกจากการฝึกอบรมเรื่องการศึกษาของประชาชน การให้บริการชุมชน และทักษะการเป็นผู้นำแล้ว ผู้เข้าร่วมโครงการยังจะได้เรียนรู้เกี่ยวกับการรักษาสิ่งแวดล้อม ทักษะในการวิเคราะห์ข้อมูลจากสื่อและการใช้สื่อเพื่อการสื่อสาร และ/หรือการป้องกันยาเสพติด
ผู้เข้าร่วมโครงการจะได้มีโอกาสไปเยี่ยมชมชุมชนต่างๆ ในสหรัฐฯ โดยโครงการจะมุ่งเน้นกิจกรรมเชิงปฏิสัมพันธ์ ประสบการณ์จากการปฏิบัติ และกิจกรรมภาคปฏิบัติอื่นๆ ที่จะช่วยให้ผู้ร่วมโครงการได้เรียนรู้หลักการพื้นฐานของประชาสังคม การให้บริการชุมชน การแก้ไขข้อขัดแย้งและการเสริมสร้างทักษะการเป็นผู้นำ นอกจากนี้ โครงการจะมีกิจกรรมที่จะจัดตามโรงเรียน เพื่อให้ผู้ร่วมโครงการได้พบปะกับเพื่อนๆ นักเรียนชาวอเมริกัน ได้สัมผัสบรรยากาศในโรงเรียนอเมริกัน และร่วมเรียนในห้องเรียนในบางวิชา รวมทั้งจะได้ทำกิจกรรมด้านวัฒนธรรมและสันทนาการด้วย ในช่วงของการแลกเปลี่ยนนี้ ผู้เข้าร่วมโครงการจะอาศัยอยู่กับครอบครัวชาวอเมริกันเป็นส่วนใหญ่
ส่วนสำคัญของโครงการฝึกอบรมนี้คือการที่ผู้ร่วมโครงการต้องพัฒนาและ ดำเนินโครงการหลังจากเดินทางกลับประเทศของตน โดยโครงการเหล่านี้จะต้องสนองตอบความต้องการอย่างใดอย่างหนึ่งของโรงเรียน หรือชุมชนของตน เช่น การสนับสนุนการจัดตั้งสภานักเรียนหรือวิธีการอื่นๆ ที่จะทำให้นักเรียนเข้ามามีส่วนร่วมในกระบวนการตัดสินใจของโรงเรียน การจัดทำทัศนูปกรณ์ที่ให้ข้อมูลเกี่ยวกับประเด็นสังคม การจัดทำโครงการหรือการประชุมเชิงปฏิบัติการเกี่ยวกับการให้การสนับสนุนหรือ การไกล่เกลี่ยภายในกลุ่ม การร่วมมือกับองค์กรเอกชนท้องถิ่นที่พยายามพัฒนาจิตอาสา (volunteerism) หรือการสนับสนุนกิจกรรมที่ช่วยให้สื่อมวลชนเสนอข่าวเกี่ยวกับเยาวชนมากขึ้น ผู้ร่วมโครงการอบรมทุกคนต้องทำโครงการเหล่านี้จนเสร็จสิ้น

รัฐบาลสหรัฐฯ ร่วมกับภาคเอกชนที่ร่วมอุปถัมภ์โครงการจะรับผิดชอบค่าใช้จ่ายในการเดินทาง ภายในสหรัฐฯ การเดินทางไปและกลับจากสหรัฐฯ การปฐมนิเทศ ค่าธรรมเนียมในการจัดและบริหารโครงการ ค่าใช้จ่ายในการเยี่ยมชมสถานที่ต่างๆ และการสัมมนา ที่พักและอาหารส่วนใหญ่ กิจกรรมทางวัฒนธรรม วัสดุอุปกรณ์ทางการศึกษา ค่ารักษาพยาบาลในกรณีที่เกิดอุบัติเหตุและเจ็บป่วย และเงินสำหรับใช้ส่วนตัวจำนวนหนึ่ง ผู้ร่วมโครงการจะพักกับครอบครัวชาวอเมริกันที่สมัครเป็นผู้อุปถัมภ์
ผู้ร่วมโครงการต้องรับผิดชอบค่าใช้จ่ายที่เกี่ยวข้องกับการสมัครเข้าร่วม โครงการ (ค่าถ่ายสำเนาเอกสาร ค่าไปรษณียากร ค่ารูปถ่าย ฯลฯ) ค่าธรรมเนียมหนังสือเดินทาง ค่าของที่ระลึก ค่าโทรศัพท์ และค่าซื้อของใช้ส่วนตัวระหว่างที่อยู่ในสหรัฐฯ
ผู้ร่วมโครงการจะได้รับอนุมัติวีซ่าประเภทโครงการแลกเปลี่ยน เจ-1 ผู้ที่ได้รับวีซ่าประเภทนี้ต้องเดินทางกลับประเทศภูมิลำเนาและต้องพำนักอยู่ ในประเทศเป็นเวลาอย่างน้อยสองปีก่อนที่จะมีสิทธิ์ขอวีซ่าถาวรหรือวีซ่าทำงาน ชั่วคราวในสหรัฐฯ อย่างไรก็ตาม ผู้ได้รับวีซ่า เจ-1 ยังมีสิทธิ์ขอวีซ่าประเภทอื่นได้ เช่น

คุณสมบัติของผู้สมัครร่วมโครงการ
นักเรียนที่สนใจเข้าร่วมโครงการต้องมีคุณสมบัติดังต่อไปนี้
- อายุอย่างต่ำ 15 ปีและไม่เกิน 17 ปีภายในวันที่ 1 เมษายน พ.ศ. 2557
- มีเวลาเหลือ 1 ภาคการศึกษา หลังจากสิ้นสุดโครงการ
- มีทักษะภาษาอังกฤษดี
- ได้รับอนุญาตจากทั้งบิดามารดาและโรงเรียนให้เข้าร่วมกิจกรรมทั้งหมดของโครงการ
นักเรียนจะได้รับการพิจารณาจากคุณสมบัติดังต่อไปนี้
- แสดงความเป็นผู้นำในโรงเรียนหรือชุมชน
- มีความสนใจและความมุ่งมั่นอย่างชัดเจนที่จะอาสาและมีส่วนร่วมในกิจกรรมชุมชน
- มีทักษะดีในการเข้าสังคมและการสื่อสาร
- มีคะแนนเรียนดี
- ความชำนาญในภาษาอังกฤษ
- สามารถดำเนินโครงการที่เป็นประโยชน์แก่โรงเรียนและชุมชนของตน

ขั้นตอนหลังจากนั้น
นักเรียนที่ผ่านการสอบสัมภาษณ์จะได้รับเอกสารการปฐมนิเทศหลายสัปดาห์ก่อน เริ่มโครงการเพื่อช่วยในการเตรียมตัวสำหรับโครงการและการเดินทางไปยังสหรัฐฯ
หนึ่งเดือนก่อนการเดินทาง จะมีการปฐมนิเทศและการฝึกอบรมสำหรับนักเรียนและอาจารย์ที่จะร่วมเดินทางไป ด้วย ในโอกาสนี้ นักเรียนและครอบครัวจะมีโอกาสซักถามฝ่ายสื่อมวลชนและวัฒนธรรมเกี่ยวกับ โครงการ
หลังจากเดินทางกลับประเทศ นักเรียนมีหน้าที่จัดทำและดำเนินโครงการตามที่ระบุไว้ข้างต้นจนเสร็จสิ้น
